Fire Emblem Engine

1) I am starting to try to to make a game that is as identical to fire emblem as possible (fan game). I don't want to waste my efforts, so I simply need to know if there are fire emblem engines or a "fire emblem-creator" out there already.

2) Since I found so many FE sprites, I thought people would apply them to something, like fan games. But I can't find any. (I found only 1)

If you would search properly you would of found sprites just go to
spriters inc

Iv made a Fire Emblem Battle system And ones similer check out Fires Wake
